Generates a "?" icon button wrapped in a bslib::popover that
displays title and description from av_help_info. Use this for
sidebar elements, tab headers, and other non-plot UI components where
av_ui_plot_card() is not appropriate.
Value
A bslib::popover shiny.tag.
